When organize PDF is better than merge PDF
Use Merge PDF when you have separate PDF files and want one combined document. Use Organize PDF when you already have one PDF but its pages are mixed up. If you have image files instead of PDFs, start with PNG to PDF or JPG to PDF and arrange images before creating the PDF.
